老撾總理通倫：東博會已成為東盟與中國經貿合作的重要機制

老撾總理通倫在第17屆中國—東盟博覽會開幕大會上發表視頻致辭時說，每年舉辦的中國—東盟博覽會已成為東盟與中國經貿合作的重要機制，為雙方的商界提供見面和交流的機會，共同探討如何更好開展貿易合作和展示產品，推動東盟與中國的貿易與投資便利化，拓展雙方的人文交流及旅游合作。正如通倫總理所言，剛剛圓滿落幕的第17屆東博會，用實際行動助推中老合作躍上新臺階。
二次擔綱，老撾載譽而歸
今年是老撾第二次擔任東博會主題國，雖然受疫情影響，本屆東博會延遲了兩個月，但在這一特殊背景下，老撾各界仍傾情參與，足以體現其對東博會的高度重視和肯定。通倫總理在致辭中表示，17年來，東博會不僅展示了東盟與中國之間不斷增長的貿易和投資合作成果，也深化了雙方民眾之間的友誼的紐帶。借助東博會這一國際舞臺，老撾站在聚光燈下向世人展現其獨特的魅力，還與中國及其他東盟國家碰撞出合作共贏的“火花”。
第17屆東博會期間，舉辦了老撾國家領導人與中國企業CEO圓桌對話會及老撾—中國投資推介會等系列主題國活動。共有50多家老撾企業通過線上線下參展的形式推介老撾的食品及飲料、木制家具、木制手工藝品、珠寶飾品、紡織品、進出口服務等特色產品。其中，共有20家展商參加實體展，展位達74個；有34家展商參加云上東博會，展出商品103件，訪問量近4.5萬人次。
推動中老合作拾級而上
作為共辦方之一，近年來老撾在東博會上的表現可圈可點。與此同時，得益于東博會的推動，中老兩國交流合作也不斷密切。數據顯示，2019年，中老兩國貿易總額同比增長近13%，中國成為老撾第二大貿易伙伴和最大的投資來源國。2019年是中老旅游年，赴老撾旅游的中國游客數達100多萬人次。老撾已成為中國投資者和游客向往的投資目的地和旅游目的地。

同時，一大批中老合作項目也不斷落地生根，為中老兩國人民造福。通倫總理在致辭中表示，目前，老撾已完成了13號國道重要路段的升級改造工程，為老撾加強與本地區其他國家的互聯互通，更好地融入世界作出了貢獻。此外，中老鐵路作為老撾國家重點工程之一，也是“一帶一路”倡議標志性的項目，鐵路的建成將成為中老傳統友誼發展歷程中一個重要的里程碑。
不斷擴容服務范圍
當前，世界經濟波動依然存在，尤其是在新冠肺炎疫情影響下，各國更需加強合作，盡快恢復經濟發展。作為中國—東盟自貿區“助推器”的東博會也被賦予了更高的使命，在《區域全面經濟伙伴關系協定》（RCEP）簽署及數字經濟發展的時代背景下，推動中老合作邁上新臺階。
通倫總理在致辭中表示，我們必須團結一心，共同抗疫，落實好雙方在東盟—中國領導人峰會上發表的成果文件以及在11月15日簽署的《區域全面經濟伙伴關系協定》中所做的承諾，為雙方的人民創造實實在在的福祉。同時，我們必須鼓勵現代技術的交流與轉移，促進數字經濟轉型發展。
從2014年起，東博會就設置了特邀合作伙伴機制，先后邀請澳大利亞、韓國等RCEP國家擔任東博會特邀合作伙伴。日本、韓國、澳大利亞等RCEP國家的商會和企業積極參與第17屆東博會。東博會秘書處秘書長王雷表示，今后東博會將在更大范圍把中國與東盟10國的資源和市場優勢與其他RCEP成員國的資本和技術優勢緊密結合，服務區域經濟一體化建設。

各位東盟國家領導人，
尊敬的巴基斯坦伊斯蘭共和國總統阿爾維閣下，
各位嘉賓，
女士們，先生們，
It is my great honour and privilege to deliver this speech at the Opening Ceremony of the 17th ASEAN-China Expo (CAEXPO) onbehalf of the Government of the Lao PDR and in the capacity as the country of honour for the CAEXPO with the People’s Republic of China (PRC). I would like to avail myself of this opportunity to express my appreciation to the Government and people of the People’s Republic of China (PRC), particularly the local authority and people of Guangxi Zhuang Autonomous Region for the excellent preparation made for this 17th ASEAN-China Expo (CAEXPO) and the ASEAN-China Business and Investment Summit.
非常榮幸代表老撾政府在第17屆中國—東盟博覽會開幕大會發表視頻演講。老撾是今年東博會的主題國。在此，我向中國政府和人民，特別是舉辦地——廣西壯族自治區政府和民眾表示衷心的感謝，感謝你們為籌備本屆東博會和商務與投資峰會所付出的努力。

The annual ASEAN-China Expo (CAEXPO) and the ASEAN-China Business and Investment Summit are one of the important mechanisms of the ASEAN-China economic cooperation, which provide an opportunity for businesses from ASEAN and China to meet and share experiences on how best to conduct businesses and showcase their products with an aim of promoting and facilitating trade and investment between ASEAN and China, including promoting cultural exchange, tourism, and enhancing people-to-people exchanges.
每年舉辦的中國—東盟博覽會和中國—東盟商務與投資峰會已成為東盟與中國經貿合作的重要機制，為雙方的商界提供見面和交流的機會，共同探討如何更好開展貿易合作和展示產品，推動東盟與中國的貿易與投資便利化，拓展雙方的人文交流及旅游合作。
Over the last 17 years, the ASEAN-China Expo (CAEXPO) has not only demonstrated the growing trade and investment cooperation between ASEAN and China but also the deep bond between the peoples of ASEAN and China. I am of the view that the chosen theme:“Building the Belt and Rod, Strengthening Digital Economy Cooperation”for this 17th EXPO is timely and relevant in this contemporary world.
17年來，東博會不僅展示了東盟與中國之間不斷增長的貿易和投資合作成果，也深化了雙方民眾之間的友誼的紐帶。今年東博會的主題是“共建一帶一路，增強數字經濟合作”，我認為這是非常適時和契合的。
- Distinguished guests,各位嘉賓，
Year 2020 is of great significance to the ASEAN-China Dialogue Relations as it marks the 10th Anniversary of the establishment of the ASEAN-China Free Trade Area and the ASEAN-China Year of Digital Economic Cooperation. Importantly, the 23rd ASEAN-China Summit held on 12 November 2020 adopted numerous outcome documents, namely, the Plan of Action to Implement the ASEAN-China Strategic Partnership for Peace and Prosperity (2021-2025) and the ASEAN-China Economic Ministers’ Joint Statement on Combatting the Coronavirus Disease (COVID-19) and Enhancing the ACFTA. These documents provide essential guidelines for the enhancement of trade and investment between ASEAN and China in many years to come.
2020年對于東盟與中國對話關系發展歷程具有非常重要的意義，因為今年是自貿區建成10周年，也是東盟—中國數字經濟合作年。更重要的是，在今年11月12日舉行的第23屆東盟—中國領導人峰會上通過了一系列的成果文件，包括《落實中國—東盟面向和平與繁榮的戰略伙伴關系聯合宣言的行動計劃（2021-2025）》和《東盟—中國經貿部長關于抗擊新冠肺炎疫情加強自貿合作的聯合聲明》，為雙方在未來加強貿易和投資合作提供了非常重要的指引。
Notwithstanding these developments, the global economic volatility persists and the economic growth continues to be undermined. These can be attributed to many factors, one of which is the COVID-19 outbreak, which continues to spread exponentially with many confirmed cases and deaths across the globe. The COVID-19 outbreak has not only posed an existential threat to humanity but also posed an immediate- and long-term threat to the socio-economic development, including to the stability and security of the region and the world as a whole. It is therefore incumbent upon us to resort to solidarity and unity in our fight against COVID-19 and jointly implement the commitment as outlined in the outcome documents of the recent ASEAN-China Summit as well as the Regional Comprehensive Economic Partnership (RCEP) Agreement recently signed on 15 November 2020 with a view to bringing about tangible benefits to the people of ASEAN and China. We should also continue to encourage an exchange and transfer of modern technological know-hows in order to facilitate a transition to digital economy.
盡管取得了這些發展成果，我們必須看到，世界經濟波動仍然存在，經濟增長乏力。造成這些現象的原因是多方面的，其中之一就是新冠肺炎疫情的爆發。目前，疫情在全球范圍內快速蔓延，確診病例和死亡人數不斷增加。新冠肺炎疫情不僅危及人類生存，也對當下和長期的社會經濟發展造成了威脅，影響本地區和世界范圍內的穩定和安全。因此，我們必須團結一心，共同抗疫，落實好雙方在東盟—中國領導人峰會上發表的成果文件以及在11月15日簽署的《區域全面經濟伙伴關系協定》中所做的承諾，為雙方的人民創造實實在在的福祉。同時，我們必須鼓勵現代技術的交流與轉移，促進數字經濟轉型發展。
I could say without a doubt that in this new era, the digital economy has a potential role in accelerating the socio-economic development of the region and the world. The adoption of the Plan of Action to Implement the ASEAN-China Strategic Partnership for Peace and Prosperity (2021-2025) by the Leaders in 2020 also underscores the importance of intensifying ASEAN-China cooperation in digital economy of the region. Nonetheless, there remains digital divide and development gap within ASEAN – which must be taken into account when implementing the Plan of Action. For the Lao PDR, we are focusing on making necessary preparation to develop ourselves in order to adapt to the new digital economy through drafting the five-year national digital economy blueprint (2021-2025). The utilization of modern technologies in manufacturing will greatly decrease traditional geographical distance – which will no longer be a barrier to trade and investment.
我相信，在當今的新時代，數字經濟已在加速本地區和世界社會經濟發展中悄然發揮了作用。在剛剛通過的《落實中國—東盟面向和平與繁榮的戰略伙伴關系聯合宣言的行動計劃（2021-2025）》中，雙方領導人也重申了加強雙邊數字經濟合作的重要性。但是，在落實行動計劃的過程中，我們必須充分考慮到東盟國家之間存在的數字鴻溝和數字經濟發展水平的差異性。老撾已草擬“國家數字經濟五年發展藍圖”（2021-2025），著手準備發展數字經濟以適應新的形勢。推動先進技術在制造業的應用將極大地縮短傳統地理距離，使之不再成為貿易與投資的障礙。
- Distinguished guests, 各位嘉賓
Since the announcement of the Belt and Road Initiative (BRI) by President Xi Jinping in 2013, the BRI has attracted broad interest on the international stage. The Lao PDR in particular has supported the BRI since the beginning and actively participated in the areas of cooperation under the BRI and His Excellency Bounnhang Vorachit, President of the Lao PDR, attended the first and second Belt and Road Forum held in Beijing. The Lao PDR was of one of the fifty seven (57) countries to establish the Asian Infrastructure Investment Bank (AIIB) from which we received a financial support to improve a critical section of the National Road 13, thereby contributing to the national efforts of the Lao PDR towards regional and international integration and connectivity. The Laos-China Railway project is also one of the major projects in the Lao PDR – an emblematic of the BRI – which is an important milestone in the traditional amity and friendship between the Lao PDR and China in this contemporary era.
自中國國家主席習近平在2013年提出“一帶一路倡議”以來，吸引了全世界的廣泛關注。老撾一直支持“一帶一路”倡議并積極參與該倡議項下的相關合作。老撾國家主席本揚閣下親自出席了在北京舉行的第一、第二屆一帶一路國際合作高峰論壇。老撾也是亞洲基礎設施銀行57個創始成員國之一。依托亞投行的金融支持，我們完成了老撾13號國道重要路段的升級改造工程，為老撾加強與本地區其他國家的互聯互通，更好地融入世界做出了貢獻。老—中鐵路作為老撾國家重點工程之一，也是“一帶一路”倡議標志性的項目。鐵路的建成將成為老—中傳統友誼發展歷程中一個重要的里程碑。
On behalf of the Government and people of the Lao PDR, I wish to reaffirm our commitment to extend our cooperation and support to the BRI with a view to building peace and bringing civilisation and sustainable development to countries along the Silk Road by promoting synergies between the BRI and the Master Plan on ASEAN Connectivity (MPAC) 2025, thereby facilitating trade and investment between the two regions.
在此，我謹代表老撾政府和人民再次鄭重承諾，我們將繼續支持“一帶一路”倡議，與其他絲路沿線國家共創、共享和平、文明和可持續發展，加強“一帶一路”倡議與2025東盟互聯互通總體規劃的對接，進一步推動地區之間的貿易和投資便利化。
Lastly, I would like to once again express my sincere appreciation to the Government of the People’s Republic of China, particularly the local authority and people of Nanning for the excellent preparation made for this important EXPO as well as various supports extended to the Lao PDR. I am confident that through an effective mechanism, ASEAN-China Dialogue Relations will continue to yield fruitful results and strengthen ASEAN-China as a region of civilization. And I wish the 17th ASEAN-China EXPO (CAEXPO) every success.
最后，再次衷心感謝中國政府特別是舉辦地南寧的政府和民眾為東博會成功舉辦所做的努力，感謝貴方在各方面對老撾給予大力支持。我相信，通過這一有效機制，東盟—中國對話關系將繼續結出累累碩果，進一步推動本地區社會文明發展。
